The Korea Specialty Contractors Association, entrusted by the Ministry of Land, Infrastructure and Transport, carries out the tasks of receiving performance reports and conducting construction capacity evaluations for specialty contractors. These tasks serve as key systems to enhance transparency and competitiveness in the construction industry, and are implemented
based on relevant laws and regulations.

1. Receipt of Performance Reports from Construction Companies

Specialty contractors are required to report their construction performance of the previous year to the Association annually. This obligation is stipulated in Articles 12 and 13 of the Enforcement Decree of the Construction Industry Framework Act, and the reported performance is used as the basis for construction capacity evaluation.

2. Construction Capacity Evaluation Tasks

Based on the submitted performance reports, the Association conducts construction capacity evaluations by comprehensively assessing financial status, technical capability, and credibility. The evaluation results are announced annually in July and take effect from August 1. This system, stipulated in Article 27 of the Construction Industry Framework Act and Article 12 of its Enforcement Decree, supports project owners in selecting qualified construction companies.
The results of the construction capacity evaluation are disclosed through the websites of the Ministry of Land, Infrastructure and Transport and the Association, and are used by project owners and related institutions to objectively assess the capabilities of construction companies. The disclosed information includes the construction capacity evaluation amount, performance evaluation amount, management evaluation amount, technical capability evaluation amount, and credibility evaluation amount.

3. Certified Skilled Worker

In accordance with Article 13, Annex 2, Note 1, Item (c) of the Enforcement Decree of the Construction Industry Framework Act, skilled workers with at least three years of on-site experience in construction companies under the Act (including those not affiliated with a company) are subject to a prescribed document review and a practical skills test. Those who pass are issued a Recognized Skilled Worker Certificate.

Scope of Use

Holders of the Recognized Skilled Worker Certificate may use it as proof of technical capability under the construction business registration requirements. In addition, they are granted the benefit of being eligible to serve as site managers for construction projects under 500 million KRW, and they may obtain construction engineer grades (e.g., junior, intermediate) through competency index evaluation.
