Revision of the Standard Contract for Private Construction Works (April 28, 2025) The Standard Contract for Private Construction Works has been revised as of April 28, 2025, including the expansion of contract price adjustment scope due to sharp increases in raw material prices.

Expansion of Contract Price Adjustment Eligibility The threshold for materials eligible for contract price adjustments has been lowered from materials exceeding 1% of the total construction cost to those exceeding 0.5% of the total construction cost.

Incorporation of Actual Specialty Construction Industry Tasks and Example Projects Notice of Legislative Proposal for Amendment of the Enforcement Decree of the Construction Industry Framework Act

Attention!

The Korea Specialty Contractors Association (President Yoon Hak-Soo) has been continuously submitting proposals to the government to address pressing issues in the specialty construction industry.
As a result of active proposals last year aimed at easing regulatory burdens that create financial strain for specialty contractors and reflecting the realities of construction practices, the government has issued a legislative notice for the proposed amendment of the Enforcement Decree of the Construction Industry Framework Act, which includes the incorporation of actual specialty construction industry tasks and example projects.

Key Points of the Legislative Notice

1. The tasks and example projects for each specialty construction sector have been updated to reflect actual practices.

Canopies, vehicle barriers / Modular construction components
Interior wall and floor stone works, stone tiles
Landscaping structures such as water features
System scaffolding, fall and drop protection installations, dust and debris netting works
Rubber-wheeled railway trackways, etc., are included in the relevant specialty construction sectors.

2. Unnecessary review items in the registration criteria for specialty construction businesses have been improved.

When registering additional main fields in the specialty construction business, only the technical capability, facilities, and equipment requirements need to be met, excluding the capital requirement.

The grounds for exceptions to the on-site placement standards for construction engineers have been clarified.

The regulations have been expanded so that, in addition to the technical characteristics of construction work, the type and scale of the project, as well as local conditions, are also considered when assigning construction engineers.
